Appeals Process

Appeals are only dealt with in writing and individual cases will not be dealt with over the telephone even once submitted in writing.

Where a Parking Charge Notice (PCN) has been issued on or after 1 October 2012, the driver or the registered keeper may legally have the right to an Independent Appeals Service, called Parking On Private Land Appeals (POPLA).

However, please note that this Independent Appeals Service only applies if you have already previously submitted an appeal and that appeal has been rejected at the end of the existing appeal process (which may include multiple stages and referrals to our clients).

If, at the end of the existing appeal process, your appeal is rejected, you will be provided with a POPLA Appeal Form and their contact information so that you may consider taking your appeal to them.

However, please note that if you do appeal to POPLA and then lose the appeal, you will lose the opportunity to pay the discounted amount and the full charge will be due.

AM Parking Services Ltd issue a variety of PCN’s on behalf of numerous clients, of which some operate their own appeals process. In particular, the right to appeal to POPLA may not apply to PCN’s issued on behalf of Local Authority clients.

Details of how to appeal for the specific location where you were parked are stated on the reverse of the PCN issued to you. Please ensure that you read the appeal instructions on your PCN carefully and follow them as we will not forward any appeals we receive that are not to be carried out by us. You must contact the correct party as stated on the reverse of the PCN including any subsequent correspondence.

If your PCN does inform you to appeal directly to AM Parking Services Ltd, the following policy applies:

Appeals must be received by us within 28 days including the date of issue of the PCN. Where appeals are received after this time period, they will not be considered.

Please Note: All appeals are dealt with in strict chronological order and emails do not receive any priority over posted appeals.

Your appeal must include your name and address, the registration number of the vehicle, the PCN reference number and the date of issue.

The appeal should state the reasons why you feel that the PCN should be cancelled.

All appeals are perused and the decision to accept or reject an appeal is based on the evidence supplied. It is critical that you supply all of the evidence to support your appeal. If your appeal is successful any money paid in relation to the PCN will be refunded, the PCN will remain at the reduced rate until an appeal decision has been made.

All appeals that are completed in full as per this guidance are responded to; please allow 35 days for a reply. If you do not receive a response within 35 days please contact our office who will advise further – DO NOT consider an appeal successful if no response is received.

If you submit an appeal and you do not follow this guidance in full and complete all details required your appeal will not be dealt with, please make sure you complete your appeal correctly so that we can assist you as quickly and promptly as possible.

We do not accept or respond to anonymous appeals.

Appeals will only be considered on one of the following grounds:


- The vehicle was not improperly parked
- The vehicle was stolen
- You are not liable for the PCN

We will not consider appeals for reasons such as:

- My permit fell off the windscreen
- I forgot to display my disabled badge
- I have only just got the car and have not had time to get a permit
- I was only parked for a short time
- My car had broken down
- I cannot afford the fee
- I was told that I could park there
- I went to get some change for the machine
- I could not find anywhere else to park
- I did not notice the enforcement signs
- I could not see the point of having a yellow line there
- My permit application is in the post
- I thought I was correctly parked, but I made a mistake

We will respond to your appeal within 35 days from the date of receipt as per the postage stamp on delivery. Please do not contact us for a reply to your appeal until after 35 days have passed to allow for any postage delays.



We will not release details of our clients or any confidential or contractual information related to our clients.

All date and time stamped photographs that are taken come under the control of the Data Protection Act and a charge will be made for copies if required.

If your appeal is rejected after a first appeal, you will be given a further 28 days from the date of the rejection letter in which to pay the charge. If you do not pay within the allowed 28 days, or if you submit further appeals that take longer than the allowed 28 days to deal with, then the full amount of the PCN will become applicable.

If at the end of your existing appeal you are unsuccessful and if applicable, you will be provided with a POPLA Appeal Form and their contact information so you may consider taking your appeal to them. You may also use their website to submit an online appeal to them.

The above conditions may not apply where our clients have specified an alternative appeals procedure in which case you need to follow their procedures as stated on the PCN or any subsequent correspondence.
